Chair of educational policies

Francisco López Rupérez
Chair Director

About the Chair

Find out all about the chair

The developed countries are witnessing, as privileged observers, a social, economic and cultural revolution in just one generation, a true “mutation of civilization”, and at the same time we are actively participating in it. In these circumstances, the most informed sectors of Spanish society and the protagonists of education themselves are concerned and recognize the need to provide, from formal education, an adaptive response to the new challenges that have come to stay with us.

Never before has the need to be correct in the definition and implementation of educational policies been so peremptory, nor has its recognition been so widespread. The fact is that its influence, operating at the macro level or at the level of the system as a whole, spreads like a cascade to lower levels and can generate substantive advances in society as a whole.

In view of the requirements of the context, the Chair of Educational Policies – whose creation has been promoted by the Presidency of the SEK Education Group- aims to align itself with these challenges by influencing the quality of educational policies from an essentially academic perspective, but with a strong vocation for the involvement of the main actors in the educational field and society itself.

Director's Presentation

Introducing the Chair director

The Director of the Chair of Educational Policies, FRANCISCO LÓPEZ RUPÉREZ, holds a PhD in Physical Sciences -brestobresaliente cum laude- from the Complutense University of Madrid and is a High School Professor. Throughout his professional life he has combined academic reflection with institutional action.

Author of a dozen books and a hundred publications in Spanish and foreign specialized magazines, he has been General Director of Educational Centers of the Ministry of Education and Culture, General Secretary of Education and Professional Training of the same Ministry and Vice-Counselor of Education of the Community of Madrid. He has held the position of Education Advisor in the Permanent Delegations of Spain to the OECD and UNESCO, based in Paris. He has also been President of the School Council of the Community of Madrid and President of the State School Council. His publications on educational policies include the following books: La gestión de calidad en educación ( Ed. la Muralla, 1994); La libertad de elección en educación ( FAES, 1995); Preparing for the future. Education in the face of the challenges of globalization. (Ed. La Muralla, 2001); El legado de la LOGSE ( Ed. Gota a gota, 2006); and Strengthening the teaching profession. A crucial challenge. (Narcea Ediciones, 2014); Curriculum and education in the 21st century. Preparing the future and the competency-based approach (Narcea Ediciones, 2020); The governance of education systems. Fundamentals and guidelines (Narcea Ediciones- UCJC Stamp,2021). He is a recipient of the National Award for Educational Innovation and Research. He holds the Grand Cross of the Civil Order of Alfonso X El Sabio.

Objectives

Discover the objectives of this chair

In accordance with our vision and values, the following is a significant set of general objectives of the Chair structured around five strategic axes:

To prepare research and reports in line with our vision.

a) To analyze those aspects of Spanish education that can be considered a priority due to their impact on the improvement of results, in light of the available international empirical evidence. Design and conduct related research and reports.

b) Generate empirical evidence on which to focus analyses and guide debates and discussion.

c) To integrate, in a systematic way, academic studies with practical recommendations duly contextualized -in relation to the political and cultural characteristics of our country- in order to increase their viability.

To deepen diagnostic analyses through a new approach to the observatory function of our educational system.

d) To deepen diagnostic tasks with value addition, beyond purely descriptive approaches, through a methodological approach that makes secondary analyses possible.

e) Produce short pieces on issues of interest – directly or indirectly related to educational policies – that combine a spirit of dissemination with conceptual and methodological rigor.

Contribute to the improvement of educational policies from the analysis of the policies themselves.

f) Analyze processes of conception and implementation of educational policies at the national, regional or school level.

g) Identify, evaluate and disseminate examples of good practices in the design and implementation of educational policies at the national, regional or school level.

h) To delve deeper into the causes and structural conditioning factors of failed educational policies in Spain.

Promote communication with the people and sectors concerned by education.

i) To promote the dissemination of the Chair’s work and contributions among education stakeholders and society in general.

j) To transfer to educational stakeholders the results of the studies that are most relevant to their respective fields of action.

k) Organize meeting and discussion forums as an instrument to facilitate the required change.

l) Promote the involvement of the business world.

Impact on initial and continuing education

m) To generate systematic spaces for training on the conception, implementation and evaluation of educational policies within the framework of the initial postgraduate training of teachers, their continuing education and training for the service of policy makers, both in Spain and in Latin America.

Studies

Get to know our studies

Along with research, the Chair also undertakes the development of studies of more limited scope – as relatively brief pieces – directly or indirectly related to educational policies, which combine the spirit of dissemination with conceptual and methodological rigor. In particular, this will address the goal formulated in strategic axis 2 and the following objectives d) and e).

Training

Find out all about this training

Training activities are one of the ways of projecting the Chair’s own tasks of analysis, research and study to the outside world. They are aimed at three different areas: initial teacher training, through postgraduate courses offered by the Faculty of Education, ongoing teacher training, through specific courses, and training for politicians and heads of educational administrations, aimed at both Spain and Latin American countries in collaboration with the CIGMAP of the UCJC.

All of this in accordance with the provisions of strategic axis 5.
